Honestly, the day before yesterday after updating to 1.9.0 (Win 7 SP1) I had to look for 3 dlls: api-ms-win-core-fibers-l1-1-1.dll, api-ms-win-core-kernel32-legacy-l1-1-1.dll, api-ms-win-core-sysinfo-l1-2-0.dll.

If is pre-activated already after install, perhaps. (I will check it at the next opportunity.)
But I don´t think so.
Because of in XP webp is not to realize at all, with many tries.

... XNView 2.51.6 but failed. It gives me even two nag messages each time I start it:

Another completely different issue: WBMP and XBM decoders have bugs. But they are not critical ...

After I click on OK, the error message goes away, and I can use the program without any further error messages, so this is not a critical ...

Classic Full, Version 2.49.2 Libformat Version 7.35, installed over an older Version of Classic.
On XP SP3.
