Confirmed here :
AppName: xnview.exe AppVer: 1.96.0.0 ModName: ntdll.dll
ModVer: 5.1.2600.1106 Offset: 00001d24

• Works (not animated) in Universal Viewer (correct transparent background)
• Works (animated) in Imagine (but the BG transparency isn't rendered, the BG is black) (Total Commander Lister plug-in).
… and of course, crashes similarly when using the Lister with the XnView call…

In XnView v1.97 beta 1 & 2 the animation is played back just fine, but when I'm clicking on Previous page/Next page all frames are displayed as black rectangles.

Yeah, that happens with all indexed (mode 3) APNGs. Instead of using palette, individual frames displayed in grayscale.
