It appears that this bug isn't actually fixed after all. Images with a ratio of 1.25 show full sized thumbnails, but ones with a ratio of 1.60 are still maxing out at 90x90.
An additional oddity is that when you mouse over the thumbnail of any other image format, the tooltip shows the dimensions of the actual image. When you mouse over a wdp however, the tooltip shows the dimensions of the thumbnail.
For example (with the browser thumbnail size set to 150x150):
A 1280x1024 (ratio 1.25) image saved as a JPG and results in a 150x120 thumbnail, and the tooltip indicates the dimanesions are 1280x1024.
The same image saved as a WDP file also results in a 150x120 thumbnail, but the tooltip gives the dimensions as 160x128.
A 1440x900 (ratio 1.60) image saved as a PNG results in a 150x95 thumbnail, and the tooltip indicates that the dimensions are 1440x900.
The same image saved as a WDP results in a 90x58 thumbnail, and the tooltip gives the dimensions as 90x57.
I noticed this issue with v1.97. I then downloaded the current version (v1.97.4) and it still has the problem. It makes no difference if the WDP images were originally created with 1.97.4, or an early version, the results are the same.
