So if you have not thumbnail size greater than thumbnail size in database, you must not have blurred thumbnail...
One thing, XnViewMP doesn't invalidate thumbnail in the database, so if you change thumbnail size, you must rebuild them...

Rebuilding thumbnails: I don't know - there is no improvement.Sorry.
Apart from Rebuilding Thumbnails hangs here and there and nothing seems to happen.

Could you please try in option>Database, the optimise button with only 'clean thumbnails' & 'optimize'?

From your screenshot posted here, I see that you have checked the "Use embedded thumbnail" while the "Create from original image if embedded thumbnail is smaller" is unchecked. Also I see in your latest post that you have JPGs.
IMHO it is an usability mistake since today the embedded thumbnails for the most common file type (JPG) are much smaller than the actual size of the thumbnail in the category of the programs in which XnViewMP competes. For a new installation IMHO the default values would be 'checked' for both checkboxes.
Try to check the "Create from original image if embedded thumbnail is smaller" and invalidate/delete the actual thumbs (go to Optimize | Clean Thumbnails or do a Thumbs Rebuild - it is up to you to choose the method).

I think(!) I may... to some extend have solved the issue - thanks to your suggestions
What I did:
01) exit XnViewMP
02) went over to C: \..\Roaming folder and deleted everything there
03) launched XnViewMP - started by the very first screen (language selection, where to store files)
04) after setting, then browse to the folder with the thumbnails
05) increased size of the thumbnails
06) then in XnViewMP: 'Settings->Browser->Thumbnail: tagged "Create from original image if embedded thumbnail is small than thumbnail size" as you suggested
then clicked on:
07) "Go to Thumbnail DB related settings"
08) "Get thumbnail size"
09) "Rebuild thumbnails"
10) "Optimize" -> untagged all, except "Optimize (long process) + "OK"
11) Exit XnViewMP
12) Re-launched
The quality of the thumbnails of XnViewMP did improve, but I am afraid they still are a bit below below the XnView(std)
Maybe you can see this on the attached preview.

I LOVE the fixed database thumbnail size, being unlinked to the thumbnail size on screen. It saves the database rebuild every time I resize the thumbnail, which I do often.
Two "But"s:
The default thumbnail size should be much larger with high compression, like 480x360.
The thumbnail size slider in the browser should have marker in the middle which means: Preview size = thumbnail size with "magnetic" capture +- 3 pixels.
Additional "magnetic" markers at 50% 33% and 25% of thumbnail size (if reasonable possible).
Still missing (yes yes, already requested in another post): different aspect ratio, other than 4:3, for the thumbnails.

I just wonder how the thumbnails look like with others, whilst comparing XnView vs XnViewMP. Seems I am the only one having this issue...?
Also I guess I shouldn't be worrying soo much about the thumbnail-settings, meaning to say that I do/did not worry about the settings in XnView either: they were fine right from the start.

I have been trying all day to get the thumbnail to look ok,
I increased the size of thumbnails for better viewing 400x300.
I have tried all possible and mentioned solutions above but thumbnails stay very blurry.
Images are HighRes 7-10MB pictures.
I realy like XNView MP but this makes the program unusable ....
