Switching mode not working

Settings | Interface | [Switching mode]

I always set to Browser <> Fullscreen | Viewer <> Fullscreen to bypass Viewer.
In 0.64 I do modified INI file manually. Otherwise, Viewer (NOT fullscreen) is
always shown and modified is not registered in INI file. Sorry my bad english.

Bug confirmed and will be fixed. See issue 203 for current status and details.
