Archive problem
I have multi-page publications with color graphics saved/archived using the old Xerox Pagis program in "xif" format.
Unfortunately, Pagis does not work on Windows 7.
Can I convert these "xif" files into "modern" multipage files WITH COLOR and, if so, into what format and how?

"xif" is listed on the "Format-page" http://www.xnview.com/en/formats.html and can be read. So it should be "no problem" to convert them to other formats like JPEG, TIF, ...
Which format is the best?
This depends on the content of the Xif (color - bw; large- small, ...) and the plans you have with the images: Webpage? Fileserver? Modification? Integration ? Handling of Metadata? Compression or not? ...
Try some formats - you will see what happens.

Where can I find instuctions how to set and use XnConvert? I have tried to convert 2 .xif files but both times "failed".

I think that there are not many instructions - the software is rather self-explaining: Select files, select all(!) options and settings, press Convert ...
But you can try to open and view the files with XnView. If you can view, you should be able to convert (Try "save as ..." in XnView)
If there is also an error, then the files have/make problems.

OK, so I tried to open an .xif file and received the following error: TIFF : Bad data compression algorhithm !
Yet when I try to open a .pdf file the error is : Format of file <...> could not be determined.
How/where can I adjust settings?

a) have you installed XnView with all plugins and extensions and ... ?
b) F12 (Options) - File List - tab "Misc" - Option "Recognize only by extension": Try with this option and without it.
If it still does not work - sorry, no idea. Have you searched the forum for your problem? If there is no solution, then you could open a new posting with a precise title and send an example-file to Pierre (the developer).

… leads you to an archived version of the download page which dates back to 2003. At that time, Nuance hadn't merged with ScanSoft yet. Unfortunately, the Internet Archive's WayBack Machine doesn't include FTP content, and the old ScanSoft website doesn't exist anymore.
scansoft.com redirects to nuance.com, but the FTP server is still up:
