Hi,
I want to convert dicom files to jpeg files, and preserve the dicom header information in their jpeg file name.
How can I make the file name using the dicom header information including "patient ID", "study date", "study description", etc when the dicom coverts to jpec files?
For example, the name of converted dicom files might be like this: {patient_ID}_{study_date}_prefix_{study_description}_{number of instance}_{seriers number}.

XnView and XnConvert are able to access individual EXIF and IPTC tags. As of now, that's not implemented for DICOM metadata (XnView Classic: Edit » Properties » Image » Comment).
