There is an 'Never ask again' option in the 'Save changed file' dialog, but it is valid only for the current session: After a program restart, the user is asked again to confirm overwrite.
A global option in the 'File operations' settings would be convenient.

I am asking to implement an option 'Confirm file overwrite', which should behave similar to the existing option 'Confirm file delete'. My reply is only related to the 'Confirm on Delete' question, I have not read the other parts.
There is an option General / File Operations / Confirm File Delete, which should solve your problem.
I have also a suggestion: Please write distinctive subjects, not just ' A view suggestions'
