...After finding that clearing that ini file fixed it, I started to dig through & figure out why. It looks like if I delete the line:

toolbar=default.bar

Then it starts working. Not sure why having that line breaks it, but seems like a bug.

I just found that if I completely delete /home/metal450/.config/xnviewmp/xnview.ini and let it recreate it from scratch, then editing the menus starts to work. I'm using XnView MP 0.96.4 64-bit on Kubuntu 20.04. If I customize the toolbar, it works properly for the current session - but if I quit & re-launch XnView, it's reverted back to the default toolbar. Perhaps - but that's why I mentioned that this behavior isn't observed in Nomacs, a different photo viewer, which does stop scrolling the moment you release the keyboard key.

That fixed it. Seems like that setting should really be available on the batch conversion dialog too, or at the very least a note that if it's set wrong, it won't actually convert the full-size raw (which would clearly be the expectation). Correct. On an already small screen, browser mode eats up lots of valuable space, which makes it much harder to see details of the pics when I'm going thru & tagging.
