Did you try the above workarounds? (In reference to the "library" paths.)
The paths are good since half of my HEIC images work just fine in all ways.
No problem to view this file on linux, do you have tried 'update catalog from file'?
That's the first thing I did to try to fix it before ...

XnView has a great feature where it can find duplicate files with different file names, but when the results are compiled I don't see any way to do bulk actions on all results.
Is there a way to move in bulk? Or export a list of duplicate files?

FlatPak downloads are often not the current version, despite being listed with other formats that are the latest version...
That should surely be indicated on the Download page in some way?

Well, I uninstalled XnView that was installed by flatpak, and installed it using a DEB file.
HEIF now shows up. So something is up with the flatpak version.
Interestingly, it still shows readable 190 formats.

I started XnView from the command line to see if it throws something to console, and it does...

Tried that. libheif.so.1 and libheif.so point to libheif.so.1.12.0. No change. Still says 190 in About->Formats as before. :?

It seems that there is no libheif.so, so try to make a symbolic link libheif.so->libheif.so.1.12.0?
That does appear to be the case.
I found that Gimp created a sym link for itself.
