I think I've found it
. In the Gnome extension "Optimizations," the "Modal Dialogs" tab had to be disabled under Window - Click Actions.

Yeah, I’m starting to think the same. I’ve already looked all over Ubuntu’s settings, but I just can’t seem to find the right option
