No xnview.ini????? Do you use an user account or admin account?

In my pc there's 3 user accounts, and my account has admin rights.
It worked for some time, when I've first installed, but I didn't like because it was Portuguese from Portugal, not Brasilian Portuguese ...

Well, I've tried all I know but it still doesn't work.
It crashes about 1, 2 seconds after starting.
I've deleted all registry keys, restarted windows, installing XNview shell extension alone, changing startup folder (it doesn't change, no matter what startup folder I chose) and there's no "xnview ...
