Gimp and it's numerous forks should be included in this list, as they allow you to create and edit animated images (including gifs and apngs). Some require a plugin for it, but many have it built in (in fact, I think all of them have it built in in more recent versions).

You can apply blur to small areas by selecting trhem before starting the filter. As far as the filters go, plain blur probably won't be effective. This already exists, it's in the dialog for the jpg settings (though not on the export dialog). You'll see a bunch of checkboxes for keeping various metadata, at the bottom of those is one for using estimated original quality.

Yes, ecw/enhanced compressed wavelet format can be both read/written with xnview, I use it myself sometimes.

XnviewMP is a significantly different program from normal xnview. It doesn't seem to have any way to create a multipage image.

It's extremely pointless for sony to be doing this at all. For one thing, the low res pic is completely redundant. You already have the high res pic for quality and the thumbnail for speed. If you wind up wanting a low res pic for the web or whatever, you can easily reduce the large one. If they did...

I found that gimp can convert from mp4 to gif, although you need to install the gimp animation plugin as well as gimp itself (it should also be able to convert to apng if you grab the gimp apng plugin while you're at it.
