The cursor on the folder should move with the standard Windows keyboard repeat rate. It should not wait for the loading of the thumbnails at all.
Just to make it clear here, the cursor (I.E. the highlighted folder) itself moves instantly when there's a keypress and moves rapidly as expected if ...
