Yes, I have "Use high quality" checked in the "Slide Show" options dialog ("More Options" from the "Slide Show" dialog).
If I select a folder and click the "Slide show" icon in the toolbar, I get the slideshow dialog, click "Go", and again, get poor quality for enlarged images.

What is the status of this feature? I'm using XnView 1.99, and I still see that the resize quality in slideshows is terrible.

As I understand it, the full context menu abilities of XnView can only be integrated into 64-bit XP/Vista/7 if XnView is developed & compiled as a 64-bit app.
