Alright sorry I though you where perhaps referring to the play back rate.
if you have v-sync issues you should probably check out your graphic adapter v-sync settings.

did you compare it (side by side) with other viewers ?
When testing this gif (I didn't try any other ones) xnviewmp playback rates is significantly slower than chrome of firefox.

The fact that the last image stays displayed when deleted is an edge case that needs fixing. I have nothing against having a configurable behavior choice after a delete action but this edge case will still needs to be addressed nonetheless. So if this particular issue was the main motivation for you...

I'm sorry, but your suggestion to compact the ui is disastrous and would certainly damage the user experience.
