First (balance) is straight metaphor of "compare". But I'm not shure that it can be clear in context of application.

And I'm not found compare function in version 0.005 (Jul 2 2008)

Personally, I prefer the first one for "Compare" (more intuitive).
About the Save icon: yes but without the "?". ("Save As" with "?" , Save without "?").

Compare and Balance are both binary concepts, but Compare is a passive activity, Balance an active activity.

Balance adjusts relationships, Compare merely views them. (That's why I used the Mezich viewing eye in my version).

Compare #1: I really dislike this one, though it has a distinctive shape and visual "granularity" (good for hand-eye coordination). The problem is the visual connotation... not so good.

IMHO Compare #2 means "Overlap" or "Merge" or (almost) "Copy" and even hints at "Resize".

Compare #4: Is that a CD or DVD disc? Or a shield? Or a trash can lid? And why is it there?

Only #3 approaches something that means Compare to me since it looks like a compare. Compare generally is between two or more different objects, rarely the same object... so the second of the two images (in the icon) should look different.

Sorry to be so unenthusiastic about these Compare alternatives. It is really hard to do properly: cross-cultural symbology and human factors visual design all at once!

Yes the symbolic idea depends of each countries cultures (and sometimes of each families or persons) it's what why it is very difficult to harmonize items like that.
But I agree, n°2 likes merge, n°4 likes ?, I prefer the n°1 but the n°3 is not too bad for me too.
In this case why not n°1 or 3 with the sign "?" inside or "=?" ?
So ...?

Yes, the "?" is needed with the "=" metaphor! ...otherwise it would look like "make equal"... not "Compare"

Compare is a sort of interrogative activity and could be interpreted as "are these equal?" or "how do these differ?". This would be consistent with "=?" overlaid on the two images.

I actually tried that approach when preparing my version, but the image became too visually complicated for an icon. 24x24 is too small for that many elements.

It captures the passivity of the Compare activity (looking only, not changing) and its intrinsic dichotomy, but misses XnView's version of Compare, which allows more than two images.

Yes, for the n°2 but with "?" too above the "="...

- I fully agree for the three; about "Compare", that I use in my own large test-skin :

- The cacti (*) to show that a CRC is done, so a possible hitch can be found…
(*) In French, from a famous song, “cactus” means also hitch, snag…)
- For once I'ld not follow the John's reasoning, I guess that the pair of scales is really the most explicit¦meaningful symbol.

Yes but I mean, take a look between two or several images !
But Clo's icon is fine for me too (with the pair of scales and the "?" or "=?").
Or maybe with the "=" into the first scale, and the "?" into the second scale.
