2.40: Black display of BMP when decreased display

Just for information.
With 2.40 I got some BMP which where displayed 99% black when the zoom was decreased (70, 60, 50 % ...).

I just installed 2.41 - and it is displayed fine now.

Question 1:
Is it the same issue described (and fixed) here: "Tga with alpha. Wrong visualization"

Question 2:
Is the BMP (see attachment) created on a correct, common file format or are there some features integrated which could cause problems? Would it be "better / more stable" to create the images in another file-format?

is it possible to have the tga file?

I asked for it, but it seem to be not possible. But it is made with this code:

But nevertheless the issue is solved with 2.40; so there is no important reason to invest a lot of time.
