GFL SDK 3.40 - Google Webp - file not readable

Hello!
In my Delphi project (x 32) I use the GFL SDK with the library libgfl340.dll. When I try to open a Google-Webp file, my application refuses to open it and I get the error "file not readable".
I read that in order to support the format, it is necessary to create a folder "Plugins" in the folder with the project and place the necessary DLLs there. I created a folder in the project folder: MyProject \ Source \ Plugins, into which I placed libwebp.dll and libwebpmux.dll from the distribution kit of the latest version of XnViewMP-win 0.93.1. However, running the application still gets the error "file not readable".
What could be the reason, tell me?
