0.99.7: Can't open AVIF file if file location has kanji character

XnView: MP 0.99.7 - 64 bit
OS: Windows 10 - 64bit

XnView can't open AVIF file if the file location has kanji character. I got an error message: "File can't be loaded!"

To reproduce:
1. Create a folder that has kanji character, e.g. test般
2. Put the AVIF file in the folder
3. Try to open the AVIF file with XnView MP
4. You'll get an error message: "File can't be loaded!"

5. Rename the folder 'test般' to 'test'
6. Try to open the AVIF file again
7. File will be loaded successfully

Actual behaviour (bug): Got an error message "File can't be loaded!" when trying to open AVIF file located in a folder that has kanji character.

Expected behaviour: File should be loaded.

I also attached the AVIF file for testing.
