Configure Programs - Launch to foreground

When using XNViewMP on my home Linux machine and I launch one of my editors that is configured using the Configure Programs, it will bring that program to the foreground which would be the expected behavior.

When launching an editor at work using Windows 10, it just loads the image into my editor, but never brings the program to the foreground and I have to then focus/maximize the program to begin editing.

Is this something that can be configured in the command to launch the editor, is is this a Windows issue.

I've tried on Windows 10, and no problem, apps are in foreground when starting
