Best way to increase 16x16 to 32x32

I have many bitmaps 16x16 which should be increased to 32x32 - and they should keep the quality. I mean "increase size +100%" is not the entire solution; the image should be fine and sharp. Is there a way to get a good result with batch- converting?

When choosing the best algorithm for enlarging your icons, the type of content (photos vs. clipart) has to be taken into account.

thanks for the mass of information. What I need is to resize "simple" icons (clipboard style, not too many colours, not very detailed). I contacted Pixenlarge for more details.

Pixenlarge seems to utilize (one or more of) the requested pixel art scaling algorithms.
