[Fixed] All hotkeys don't work at startup

Open xnview in browser mode and press e.g. F1, F9, F12... it doesn't work until any thumbnail/file is selected.

Confirmed, I think this was done to fix the F11 crash on startup.

Also arrow keys (up/down/left/right) doesn't work at startup, this is annoying, since when I start xnview from file manager with keyboard I can't use keyboard in xnview.

It doesn't work also when I start xnview from file manager or explorer with double click on image and then press Enter to go to browser - I cannot navigate with arrows - very annoying.
