Main menus do not respond to keys

When using the keyboard to open a menu, e.g., Alt+F, the program does not respond to any keypresses other than arrow keys, and does not let you use letter keys to navigate the menu. This is in all menus. It seems like a bug, but I can't tell. I see no other mention of this when I do a search.

I also don't see any kind of menu customization, so it's kind of curious.

PS. Is there a shortcut key to get up to the box that shows the current path and lets you paste a path? Or can I assign a key to that box. Not sure what that box is called. I looked under "path" in the kb customization.
