Windows11 (22H2), display resolution 3840x2160, win scaling 150%

To reproduce:
0. check new "Hide Tab when only one is openned" checkbox
Issue A
1. open image
no tab shown - OK
2. press Enter
now there are 2 tabs (Browser and Viewer), but
tabs panel do not appear, only empty space

Issue B
3. open another image in Browser
now tab panel dissapear for some reason
it shall be shown because..
4. repeat steps 2,3 few times
5. press CTRL+W to close invisible tab
current tab will be closed and Viewer focus to the tab with prev image
it means there are multiple tabs openned (as expected) and not a single tab reused
and if there are multiple tabs - tabs panel have to be visible
Issue C
run second instance, it will show tab panel with single file
Issue D
close app instances and open any image via double click, app will start with tab panel
