yes, the link from your post shows the same solution. Reading the blog the first I thought "Solution 1 - Start menu has nothing to do with Recent Places (and in addition I was confused that the screenshot shows an option which is greyed out), so let's go to solution 3 - gpedit.msc" (which brought no result). Final, after some extra loops, I found the first solution again ...

I think it's actually only necessary to check the lower checkbox in the above screenshot to enable Recent Places, but on Windows 7 computers that are configured with the 'Privacy' options unchecked, as some apparently are, someone wishing to enable Recent Places will likely also wish to enable the other checkbox option...
