the problem is only when you change rating in Fast Raw Viewer? only the file changed will have the problem?

Yes!
Other tools like dxo are able to read the xmp from fast raw viewer.
If I make changes in dxo XNViewMP will show these changes.

i can reproduce, i start XnView MP & FastRawViewer on same folder, I change a rating with FastRawViewer, it doesn't touch the file but .xmp, and XnView detect only changes on .jpg not .xmp, so rating is not updated. As workaround, you need to use 'Update catalog from files'

I encounter the same issue in a different context:
When I change the rating in XnViewMP with the Edit XMP tool, then the changed rating is not updated in the browser nor the viewer, nor other applications like Adobe Bridge. However, if I use the Rating Color Label context option in the browser or viewer, it works as expected. I suspect the Edit XMP tool of only changing to xmp rating tag and not the others.
Also, If I change the colour label or the rating in DigiKam, all relevant rating tags in the sidecar are updated, but these changes are not recognized in the XnViewMP viewer or browser, but only in the Edit XMP tool. Update Catalogue from Files doesn't change anything.
OS: Mac OS 10.14.6
XnViewMP 0.98.3

Update or create XMP Sidecar: <filename>.xmp
Export rating in XMP metadata: true
Export color label in XMP metadata: true

hello! I also have the same problem.
If i change star rating in another viewer, i can see this rating between different programs. But only XnView MP doesn’t see star rating. If i change star rating in XnView MP, other viewers don’t see this change. How fix it?

I'm sorry, where is this option?
I clicked "delete all," and then added again. "Optimize," "Synchronize." Nothing fix it. I still can't see the actual star rating...

Currently, with "Edit XMP" dialog, star ratings are only written in XMP metadata, but XnViewMP uses it's catalog to display ratings, so they are not displayed.
We must "Update catalog from files" to display them.
Remember that update catalog from files works only on selected files.
The other ways used for rating photos (menus, toolbar...) can update the catalog AND XMP metadata if the corresponding option is enabled.
