You've opened an image and you're in XnView's image viewer, ruvlad. Menu "View » Theme" can be found in browser/browser mode, only. In image viewer choose "File » Browse" to switch to XnView's browser.

I believe XN view is a great software, however the UI is frustrating.
I think the best UI that Xnview could use for inspiration is the one of Adobe Bridge:
The things I particularly miss in xnview are:
A panel with the most important Exif information in larger font (aperture, shutter speed, focal length, iso)
A possibility to change the color of the UI and font size. I personally prefer dark grey over black:
Before switching to Mac I used Zoner Studio which also has some nice UI features:
Preview of changes for batch editing:
Compare mode highlights photo currently selected:
Import from camera shows a thumbnail preview to select photos and preview of the list of folders to be created:
