what do you have in Settings>Metadata?

not sure how to drop in a photo, but under Rating & Label, neither box is checked.

Catalog is enabled?

It works with your ini, i open a folder with 2 files. Double click on first to go in viewer mode, i rate it, and go to next, rate it. Close viewer, and in browser i can see rating...
Do you rate jpeg files?

I am rating RAW files straight off of my camera card.

I recorded my screen to show how the ratings don't stick in the browser screen. I've been using CTRL+1 to rate. I've been using this method for a handful of years now so it's very strange that it just stopped working out of the blue in the middle of culling a session.

ETA: I ended up importing the photos off the camera card into a folder and trying again, and it seems to be working again... I guess working off the card directly got glitchy. Thanks so much for trying to help me fix it!
