I just tested 1.7.1, and it operates the same as 1.6.5.

Choose "Zoom and Move" for the Left-Click (no modifier) action, and it will behave the same as when we used "Use pan and move tool" in 1.6.5.

EDIT: Just saw your updated post, how it works correctly. :D

Yep just tested it,i selected the wrong mouse setting.

edit:yes happy it works again :D
