Yes. You must create a folder "Plugins" and put the libwebp.dll in it.
c:\Program Files\XnView\ShellEx\Plugins\libwebp.dll

Have you tested all the commands in context menu?
Because I had a similar problem (with other software), but the problem came from the first software (which displays the dialogue) and not from the software which should be called from context menu.

From inside the dialog box of Vector Magic (the first software) I could perform a lot of actions, like: rename, copy files, rotate an image, open a folder in a new window, open a file with several programs, including one that wasn't in the context menu list, that is, I could add it to the Open with menu from inside the first software's dialog box.
Only the XnShell thumbs aren't there.

The idea is wonderful! But alas, the quality of Resize is poor.
Compared to how Photoshope does it, the difference is obvious.

				I've downloaded last night and it's version 4.1.0.
From what I see, the difference between the two resized images isn't that obvious. And I think you can't compare these two results: The Photoshop image is 70Kb, only, and therefore full of JPG artefacts while the XnShell image is ~200kB and has more details in it (e.g. the collar of the red pullover). Personally, I think the XnShell image is a bit too sharp. In what respect are your expectations not met,  Ya-Grisha?

Sorry, the links or names are confused in places.
On the contrary, at XnShell the picture size is smaller than at Photoshop and the sharpness at Photoshop is greater, it is clearly visible if you quickly switch between them.
Here is another example of a picture, both of them are saved from the original with 80% quality, however Photoshop is sharper.

Wait a minute
So there are now folder with plugins next to 
XnViewShellExt.dll?
With the same plugins that are already in 
XnView\Plugins\?
So you need DOUBLE amount of the same plugins, one for XnView itself and second for 
XnViewShellExt.dll to support all formats?
That;s nonsense, isn't it?
Why can't 
XnViewShellExt.dll look for plugins in 
XnView\Plugins\?
It can find 
xnview.exe (even portable, not-installed one, so no any registry entries) when opening preview, why not plugins?
Maybe add new option in settings for plugins location like it's already for opening preview with custom program?
That second plugins folder can make sense only on 64-bit machine with 32-bit Xnview Classic and 64-bit shell extension which needs 64-bit plugins (is it really ?), but why multiply the same plugins on 32-bit machine?

The Menü don't open: Change Size / in german means Größe ändern - it is there but if i goes

				For me it works fine .. - it resizes without any message to same folder with new name. maybe problems with read-only or access-rights.
Bei mir läuft's - ohne Meldung wird sofort "name_1.jpg" erzeugt. Schreibschutz und ausreichende Zugangsrechte sind geprüft?

				OtherThings worked. Convert to, covert etc. and the menu opens but not in change Size and klick on it nothing happens.
Alles funzt sonst, überall öffnen sich die extra Menüs nur nichts bei Größe ändern und drauf klicken bewirkt auch nichts.
Wenn ich auf konvertieren.. gehe öffnet sich ein neues Fenster und ich wähle z.B. 25% aus und das macht er auch,
sprich speichert es auch.
