I have created the following .sld file

ShowText = 1
Text = <Filename>
BackgroundColor = 0

FontBold = 0
FontItalic = 0
FontHeight = -13
TextColor = ffffff
TextPosition = 0
Effect = 1
"2006-12-27\DSC04685.JPG"
"2006-12-27\DSC04686.JPG"
"2006-12-27\DSC04688.JPG"
"2006-12-27\DSC04689.JPG"
<lines>
"2007-01-01\DSC04744.JPG"
"2007-01-01\DSC04745.JPG"
"2007-01-01\DSC04746.JPG"
"2007-01-01\DSC04747.JPG"

When loaded into and shown with xnview 1.82.4 the images are shown in the following order

dsc04685.jpg
dsc04747.jpg
dsc04746.jpg

and so on. Obviously xnview does not honor the sequence in the command file.

Strange, could you try with 1.90 beta please?
