Where to place XnView's .ini files

where is the best place to store xnviews "ini" file? registry, windows folder or in xnview folder? is one quicker than another?

For general users, it doesn't make much (if any) difference where you put it. For those who like more control over things, the user folder or (best choice) xnview folder is a better option, makes it easy to make a backup copy so as to preserve your setings in case of a problem. For those who run multiple versions of xnview (like those who are testing the new releases), saving it in xnview's folder is a must. If you don't, then every time you open one of the other versions, it'll overwrite your settings. (In addition, there are often compatability issues between versions.)

All I can add is a link to the FAQ "Info about XnView's settings (store & load)" which offers interesting info regarding the settings.
