Add Maximize All Windows Command

At menu, window, add a command to maximize all windows.
It seems to work like a normal MDI application to me: browser and other tabs all maximize and un-maximize together. Which part isn't working, specifically?
(Something that doesn't seem to work like a normal MDI app is that window sizes aren't remembered, so they default to the same size as maximized, creating unnecessary scroll bars in the work area.)
