Wrong Default Encoding after install

I have a Win2000 in Traditional Chinese language, which is code page 950.
After installing of XnView 1.91, it wrongly select Simplified Chinese language as the default.
I have no problem seeing the pull down menu, as it is unicode. (menu in Simplified Chinese, of course) But XnView doesn't pick the one my windows is using.
To select another language, it is buried deep in the TOOLS-OPTIONS. The option windows IS NOT unicode, all I see are garbage characters. Like ??**??. Lucky enough, I still see some characters and mangage to select the one I want.
Suggestions:
(1) Have a easy access MENU item to let user select language (esp in case of accident while nothing is meaning on screen)
E.G. a menu item under TOOLS - LANGUAGE - to direct switch between language. And the item LANGUAGE is always in english, or place it in bottommost, so user can easily identify.
(2) Fix the language detection for Traditional/Simplified Chinese, they are entirely different thing.
