As Pierre has written, already, you have to select the area containing the red eye you want to correct. Then, the menu item will be available.
The description for red eye reduction in the Online help is not fully complete, here's a bit more detailed description to get best results:
- How to correct Red Eyes:
1.) Zoom into the image so that you can clearly see the red eyes. The more you zoom in the better, since you can make the selection in the next step more easily.
2.) Select the first red eye.
3.) Select 'Image > Red Eyes Correction' or press short cut Alt+E.
Red Eye correction is applied, now.
4.) If you are not happy with the result, select 'Edit > Undo' or press short cut Ctrl+Z. Then repeat step 2 & 3, making sure that your selection is more accurate and has not too many redish parts of the face.
5.) Follow steps 2 - 4 for the second red eye.
Done!

Your "Red Eye Correction" works beautifully to remove RED eyes.
Can your program be used to remove YELLOW or GREEN eyes from photos? Some animal photos are not RED eye but a different color.

Now someone just has to explain to me why the selection mask is a rectangle. Never seen square eyes except for the Simpsons...

Agree. Also I would like to have a more quick workflow - select both eyes first and then process red eye only once.

The past was: "Why is the red eye correction button greyed-out?". We have learnt from the past, I think.
I also think that red-eye correction should be improved (e.g. circular selection, user-defined eye-color, preview, ...). Both cropping and red-eye correction would work much better with modes and were good reasons to introduce such.
JPG only…

Strange: I've just opened BMP, GIF, PNG, PSD files and the Red Eye correction button remained enabled all the time (like it should). The only situation when the button was disabled was when viewing an animated GIF.

- I'd that yesterday, and not today… Meanwhile I rebooted the PC…
