Thank you, its seems to be free for small images.

Free even for big images Troken :
Liquid rescale is avalable into
GIMP (a wonderfull Open Source)(even under Windows: Win32), with an additional plug-in
(liquid rescale).
Under Window98: (set only a TTF font before install Gimp)
Go to Start\Settings\Control Panel\Display properties\Apperance tab(\Advanced if you're on Windows XP/2003), and set all fonts to Tahoma (or any other TrueType font).
under win2000, Xp:
latest version...

--> http://www.gimp.org/downloads/
Under win98:
GIMP for Windows (version 2.2.17) & GTK+ 2 Runtime Environment (version 2.6.10-20050823, for Windows 98/ME and NT4)

(plus Glib win32 : glib-2.12.9.zip, works for me under win98)
Liquid Rescale GIMP plugin v0.3.0:

--> instructions
Then the plugin is under the Layer (calque) menu next time you restart GIMP.
