Rearranging pictures and saving new sequence

i am desperately looking for help (especially since i'm a complete noob concerning this stuff) ... i am looking for a simple and quick solution to this problem:
i have a number of pictures with all different names and stuff (therefore: arranging by name, date or time of creation or such is not possible) ... now i would like to rearrange them in a new order via drag'n'drop (create some sort of album or such, and use some sort of miniatur-view) and then rename those files according to that new sequence ...
is there any possibility to do this with xnview? if so: how? if not: any suggestions on helpfull tools (preferably freeware)?
example:
party001.jpg
dsc000543.jpg
hp2206 - party@jays.jpg
=> rearrange via drag'n'drop
dsc000543.jpg
hp2206 - party@jays.jpg
party001.jpg
=> rename
001.jpg
002.jpg
003.jpg
