XnView ini file creation

Hello !
First, let me apologize if my english is a little strange, it's not my mother language. Still, I do hope this will be conprehensible.
I'm having little difficulty with xnview.ini.
I downloaded mini.zip file from the website, and started it from my hard drive. It created .ini file in ...documents\settings... which I moved to the install directory, and started xnview again, again he created another xnview.ini in ...documents\settings... directory.
I tried repeating the above procedure (moving the file from ...documents\settings...), and starting xnview with xnview xnview.ini, ... again the .ini file got created.
Is there some way to avoid creating the above mentioned file, and just keep all of xnview in one directory ?
