"Describe" vs. "Comment"?

Please, what is the difference between "describe" (CTRL-D) and "edit comment"? Which is more useful, ie, which can be extracted, used in other programs, etc.?

Description are stored in descript.ion file, and comment (for the formats which support it) in the file itself.
