Iptc tags from tiff to jpg badly written

1) Create a tiff file which whatever program, e.g. paint
2) set iptc tags to it, e.g. with xnview
3) save the tif file as jpg
4) analyse the jpg: the iptc tags are kept (still readable in xnview), but the header is badly set, photoshop should not be able to open it, and iptc tags cannot be read by exiftool. Exiftool reports the error:
Warning: Bad Photoshop IRB resource "\x1c\x02\x00\x00" - xxxx.jpg
I've also uploaded a sample here and previously check the pb in exiftool forum
