cutting video clips

Kindly tell if it is possible to edit video clips so that certain (bad) parts of the video is clipped out completely. I noticed that individual photos can be created out of the video but did not find any way to cut out bad parts of the whole.
If it is not possible in XnView, kindly tell where to find such (preferably freeware) in which cuttings are possible and even possibilities adding some music to the video.
