XnView's Paint tool is an AddOn and must be downloaded and unpacked in the AddOn folder. Please see following topics for download and more background info:
-
'Addons/Plugins/...' (AddOn "Basic paint features (text, line, rectangle, watermark, ...) in view mode)
-
Let's talk about Plug-Ins

Ok... I have compleatly re-read all of the suggested info IE "lets talk plugins" ect.ect.
Just to make sure I got it right,I coppied the two files from the paint archive i downloaded to... the plugins folder, the addon folder, the filter folder, and just for good measure, even to the 8bf folder. Then Open up a picture, click on the "filter" button, and still i see nothing refering to any paint tool! am i missing something here? after opening a picture am i not in "view" mode? if not how do i get into "view" mode? I really love this program, and have used it for years. It sure would be handy to have some basic draw tools!
Thanks for you're time... John
PS. Does the paint addon work in older versions of XnView?
Mabye this is the problem? I am using file version:1.90.00 and product version 1.90.2

You will need XnView 1.90.3 or later.
