some character in folder name cause photo cannot be open

I find a problem: If the name of a folder contain some character (e.g. the folder name "��Ŀ����-�Ծ���"), all the photos in this folder cannot be open by Xnview. But can be open by Windows Photo Viewer.
And if you change the photo name to an ordinary name, they can be open again by Xnview.
Why? Is it a bug?
