Can you rearrange the order of columns in detail view?

No, currently rearranging columns is not possible. You can display/hide columns (Menu "View > Columns"), only.
(I've tried in XnViewMP test version and couldn't see any columns at all except "Name")

In XnViewMP you can change the order of column. You have a context menu to change visibility of column
