For making hilighting in pictures (in screenshots or scanned documents), there are tool needed for drawing rectangle or freehand-line. It`s necessary for underlining some text or outlining some areas of picture. Will be nice if color and thickness of the line will be selectable.

Check out the Paint plugin v1.0 in the Filter menu.
