REQ: Tip dialog in menu 'Info'

The tip dialog should be accessible via a menu item in the menu 'Info'.

That's pretty standard and allows for opening the tip dialog during usage of XnView and reactivating it in case "Do not show this message again" has been checked.

In RC6, menu entry "Tip of the day..." is available. Closed. :-)
