0.38.10 win: Two small things to fix

1.) The "Crop" function should be greyed out during viewing animated files. When I loaded an animate GIF, I was able to click on the crop function and try to crop the playing GIF. The crop toolbar mode launched ok but the actual crop did not work when I tried it. So after tryiong it I pressed 'next file' in the viewer and when I went to the next file in the file list MP did a program crash. No reproduction just load an animated GIF/apng etc and use "crop" to see.
2.) I think the default width of the "Format settings" window needs to be widened to see all tabs
it's current width;
how it would better look (easy default width fix);
