i have no problem setting any folder on the C drive as the default folder to open to, but whenever i try to set a folder on any other drive, it alway reverts back to opening in the C drive.
is this what is supposed to happen ?

yes. i have the option selected to re-open to the last folder, and it works if i was last in a folder on the C drive, but if i was last in the E drive, it opens in C drive.

i can see exactly what is going on. the program re-opens to the correct folder NAME i was last in, but puts C:\ before it, even if it was drive E.

my C drive is my system drive.

at the risk of being reduntant, here is an example. i have a folder on the E drive called screen rips. i do not have one on the C drive. i open xnv and open screen rips on E, and it shows the path at the top as E:\screen rips. then i close the program. i then open xnv again, and it shows the path as C:\screen rips (which doesn't exist, so the panel is blank).

also, if i change the startup operation to start in specified directory, E:\screen rips, ok.
close the program, open it again, it opens to C:\screen rips. and when i go back into options, and look at the specified folder, it has changed to C:\screen rips.

your question about whether i was using the latest version made me take a good look. it turns out i was using the PORTABLE version. so i downloaded the latest standard version, installed it, and it works like a charm.
what an excellent program.
sorry about wasting your time like that.
