Perhaps it was premature to move this to the windows forum.

OK..

I see what is happening.

The "Import Clipboard" menu item appears in the File menu when NO browser or image window is open, since there is no Edit menu.

Then "Import Clipboard" menu item appears in the Edit menu, when the Edit menu appears in the browser and image windows!

Not very intuitive! One menu or the other, not both, imho,

Yes, perhaps 'File > New from clipboard" or "File > New" would be the right thing. But this needs to be discussed and will not happen in 1.80.
